How to Become a Licensed Football Agent in 2026

Step 1: Check your eligibility

Since 2023, anyone wanting to operate internationally as a football agent must hold a FIFA licence under the FIFA Football Agent Regulations (FFAR).

The minimum age is 18 — no university degree or prior football experience is required. All candidates sit the same exam regardless of background.

You are ineligible if you: are an active player, coach, match official, club owner, or hold another conflicting football function; have been convicted of serious criminal offences (organised crime, drug-related, fraud); have performed football agent services without a licence in the 24 months before applying; or are currently bankrupt.

Step 2: Apply on the FIFA Agent Platform

Registration is done exclusively at agents.fifa.com — not through your national association.

FIFA opens one application window per year, typically running for around 45 days between January and March. The 2026 window ran from January 20, 2026 to March 6, 2026 and is now closed. The next window is expected to open around January 2027.

Step 3: Pass the FIFA Football Agent Exam

The exam consists of 20 multiple-choice questions to be completed in 60 min. You need 15/20 correct answers (75%) to pass.

The global pass rate is only 18% (2025 data). FIFA holds only one exam per year — failing means waiting a full year for the next attempt.

The exam is open book: you may access the official FIFA digital study materials during the test. No printed documents, handwritten notes, or external websites are permitted.

Step 4: Complete the Pre-Exam Readiness Check

Before exam day, all candidates must complete a mandatory Pre-Exam Readiness Check by April 14, 2026. This online mock verifies your equipment is compatible with the exam platform.

You must use the exact same laptop, location, smartphone (with the FIFA exam app), and internet connection that you plan to use on exam day. Failure to complete the readiness check results in automatic disqualification.

Step 5: Maintain your licence and complete CPD

After passing, you must pay an annual licence fee to FIFA to maintain your active agent status.

Licensed agents must complete a minimum of 20 CPD (Continuing Professional Development) credits per calendar year. A mandatory CPD course on minors must be completed and renewed every 3 years.

Failure to complete CPD results in automatic provisional suspension; if not remedied within 60 days, the licence is automatically withdrawn.
